Disney had updated their Disney+ site so that people can pre-order their premier access to the upcoming release. The cost is $29.99 and you must be a subscriber to continue access to the film.

Those who do not want to order the movie with Premier Access can watch the film theatrically or when it is free to subscribers on Disney+. That date will be June 4, 2021.
Here are the details:
“Starting March 5th, with Premier Access, you can watch Raya and the Last Dragon before it’s available to all Disney+ subscribers or anywhere else. Disney+ will offer Premier Access to Raya and the Last Dragon for $29.99 on disneyplus.com and in the Disney+ app on select platforms, including Apple, Google, Amazon, and Roku. The Premier Access offer will be available until May 4th, 2021 at 11:59 p.m. PT. Once you have Premier Access to Raya and the Last Dragon, you can watch as many times as you want on any platform where Disney+ is available. Your access to Raya and the Last Dragon will continue as long as you are an active Disney+ subscriber. Raya and the Last Dragon will be available to all Disney+ subscribers on June 4th, 2021 for no additional cost.”
