Other places have posted they found them at Toon Extra in the Toon Lagoon area of Islands of Adventure.

The refillable bucket costs $25.99 and refills are $2.19 each.
It’s eyes move back and forth when you move him around (similar to googly eyes but in a synced manner) and it comes with a removable strap.
